(d) The bringing under systematic supervision of
the personal and home life of the child."
The first of these provinces of work will fall for
the most part to the Assistant Medical Officers of
Schools, but the second, third, and fourth divisions
of the work can only properly be carried out by
the Supervising Medical Officer of Schools if he
is also Medical Officer of Health. The personnel
of his department, the statutory powers which have
been acquired in accordance with the needs of
public health administration, the undesirability of
dual control, and overlapping of duties, alike indicate
the propriety and economy of this division of work.
The notification to the parents as to the time and
place at which the medical inspection of the child
will take place will, most conveniently be issued
from the office of the supervising Medical Officer of
Schools. The records to be kept in accordance
with the regulations under Article 13 of the Memorandum,
should preserve the continuity of those
which during the last four years have been kept,
abstracted, and tabulated in my department.
