opinion on so responsible an issue, great difficulty
is experienced in regulating attendance.
The examination and certification of such cases
will constitute an important part of the duties of the
Education Committee's Medical Officers.
Teachers again are constantly in need of advice
with respect to scholars who are obviously in need
of medical care. While the Medical Officer is in
the Schools making the systematised inspections,
he will be consulted about children whom the
teacher has noted as abnormal or suffering from
some obtrusive defect. In time these will necessarily
come under medical observation in the
ordinary course of inspection, but before the whole
ground is covered systematically, advice will properly
be sought from the visiting Medical Officer in respect
of these cases. Faulty habits in the children,
defective hygiene in the schools, gross cases of disease
and physical neglect other than those discovered in
the routine inspection, will necessarily receive the
attention of the Medical Officer in the course of his
school visits.
