Education necessary to a child's equipment ; as to
the rudimentary need of securing physically sound
healthy lives, there can be none.
The Chaiter securing for the future that due
attention shall be given to the physical, as well as to
the mental needs of the child is comprised in Sect.
13 of the Act. This enacts that the powers and
duties of a Local Education Authority, shall
J 7
include:—
The duty to provide for the medical inspection of
children immediately before or at the time of
or as soon as possible after their admission
to a public elementary school, and on such
other occasions as the Board of Education
direct, and the power to make such arrangements
as may be sanctioned by the Board
of Education for attending to the health and
physical condition of the children educated in
public elementary schools.
The provision for Medical Inspection of children
is thus a statutory duty, the power to make
arrangements for attending to the health and
physical condition of the children, an enabling
authority conferred by the Act.
