At the commencement of the year under review, the Council
adopted a garden refuse collection service. A small charge is made
for the service which is available by request. Two hundred
collections were made during the year.
Fumes and Noise
During 1960, three complaints were received from residents
concerning alleged nuisances from fumes from industrial premises.
Each complaint was thoroughly investigated by the Public Health
Inspectors, observations made and steps taken to obtain the
co-operation of the firms concerned, with the result that the
nuisances were abated.
Also thirteen complaints were received from residents in
relation to three respective industrial premises concerning alleged
noise nuisances. With reference to two of these premises, action
taken resulted in abatement of the noise nuisance. In regard to the
third, a potato washing and packing factory, the matter was still
under consideration at the close of the year.
Air Pollution
During the year under review, twenty-nine observations were
made by the Public Health Inspectors in connection with emission
of smoke from industrial premises. No contravention of the Dark
Smoke (Permitted Periods) Regulations, 1958, was observed.
With regard to domestic premises, the Council's first Smoke
Control Order came into operation on 1st July, 1960 and covered
an area of 502 acres in the north-west part of the Borough. Conversions
and adaptations of fuel appliances carried out by residents
to enable them to avoid contravening the Order, proceeded smoothly
and were completed or well in hand by the date of operation of the
Order.
At the close of the year, preliminary work in connection with
the Council's second Smoke Control Area was well in hand.
