such practical steps as are possible to meet an emergency.
So far as publicity is concerned, I am sure the Committee will
agree that we must avoid any suggestion of panic. A statement
might be prepared, which could be submitted to the local press
if the need arises. 1 do not, however, suggest that anything
further should be done at the moment, since unnecessary publicity
might merely result in despondency and alarm, without achieving
any useful purpose.
