I would again repeat that, in health education, we have a
weapon, both of offence and defence, which should not be allowed
to lie idle. The cost of health education is infinitesimal compared
with the vast amounts of money spent in other directions. It seems
virtually incredible that we should be spending so much time,
energy and money in righting or even in preventing wrongs, while
still neglecting the fundamental principles on which health must
always be based, the education of the individual and of the community.
Although health education has always bulked large in Southgate's
programme of health. I am of opinion that we can still extend
our efforts. I am very conscious of the fact that the Council has
always encouraged me in this work. I therefore look forward to
further support for such measures as I may venture to put forward.
