To the MAYOR, ALDERMEN and COUNCILLORS of the
BOROUGH OP SOUTHGATE.
Mr. Mayor, Ladies and Gentlemen,
I have the honour to present to you my Annual
Report for the year 1939.
The Ministry of Health have issued instructions to
the effect that the Annual Reports of Medical Officers
of Health should be curtailed as far as possible, and
that they should be confined to the presentation of
essential material, together with such comments as
appear advisable. It has also been laid down that
comments should be reduced to a minimum. I have
attempted to carry out these instructions, although I
trust that the Report will still present a sufficiently
clear picture of conditions as they prevailed in
Southgate during 1939.
The Report has been delayed, owing to the fact
that the Registrar General's figures only became
available a few weeks ago.
The year 1939 was satisfactory from a health
point of view. The effect of the war had not shown
itself to any appreciable extent, although the population
fluctuated very considerably during the last few
months of the year.
The following points seem worthy of special
mention:
Birth Rate.
The Birth Rate of 11.24 is one of the highest
recorded during recent years.
