Part Payment of Midwives' Scheme.—Thirty-six applications
were dealt with under this scheme from January 1st until
September 30th, when the Middlesex County Council became
responsible for the provision of midwives. The total expenditure
in this connection was £77 0s. Od.
As noted elsewhere in this Report, the Borough Council is nc)
longer responsible for providing financial assistance in connection
with midwifery service.
Home Help Scheme.—A scheme for the provision of Home
Helps to households where a confinement had taken place was
instituted on June 22nd, 1937 (see appendix for special report).
The following table details the work carried out under the scheme
from that date until the end of the year:
Number of Home Helps provided free of charge—25.
2 for 21 days
22 for 14 days.
1 for 13 days.
Number of Home Helps provided at a charge of Is. per day—3.
1 for 19 days.
2 for 14 days.
Number of Home Helps provided at a charge of 5s. per day—2.
1 for 14 days
1 for 3 days.
Total cost of operating the Scheme during 1937—£100 18s.
Average number of Home Helps on Council's roll—10.
There can be little doubt that this scheme has been of very great
advantage and that it has provided much-needed ,assistance to
necessitous families. There is also every evidence to believe that, as
the facilities become better known, the scheme will assume increasing
popularity. Certain minor administrative difficulties were encountered
during the early stages, necessitating slight alterations
to the scheme, but. the machinery is now working smoothly. It may
be necessary at a later date to make further amendments, but there
does not appear to be any need at" the moment to alter the regulations
as they 'now stand.
Attendance at Centres of Non-Southgate Mothers.—
Members of the Council will remember that the above matter
occasioned considerable concern during 1936. Following negotiations
with the Hertfordshire County Council, the attendance of
mothers from the East Barnet Urban District was finally stopped
at the end of September, 1937.
