"The Ministry of Health has already been informed of the
immediate position, which must be considered extremely satisfactory
in a district containing approximately 17,500 inhabited
houses. As the Committee will be aware, overcrowding under this
Act does not become a technical offence until January 1st. 1937,
but before this date, the Council should formulate some scheme to
provide alternate accommodation for at least a proportion of the
overcrowded cases. It does not, however, appear necessary to
provide accommodation in respect of all the cases, as re-adjustment
will doubtless solve a part of the problem."
(iii) Scheme for Provision of Home Helps.
Two Reports upon the institution of a scheme of Home
Helps to assist in the home after a confinement, were also
submitted to the Council in November and December, 1936.
4. Anti-Air-Raid Precautions.
A Committee was set up to deal with this important question,
and held its first meeting in December, 1936.
No good purpose would he served at the moment in detailing
the scheme which has since been prepared, as the details and even
certain of the more important general principles still remain to be
settled.
Several members of the Public Health and Hospital staffs have
already attended courses in Anti-Air-Raid Precautions, while
arrangements have been made for several members of the staff to
attend one or other of the Home Office Instructional Schools. If
and when the scheme is put into operation, it will undoubtedly
place considerable responsibilities upon the members of the Public
Health Staff, but the Council can rest assured that the individuals
concerned will do everything which lies within their power to carry
out the work allocated to them.
5. Insulin.
As in previous years, a supply of insulin, free of charge, has
been provided for necessitous patients residing in the Borough.
One such patient received a total of 8,800 units, at a cost of
£2 15s. 0d. No new cases were reported during the year.
Periodical reports are forwarded to the Ministry of Health.
