to look to the Local Authority for adequate and inexpensive
accommodation. Until this demand is met in its entirety, the
Borough Council cannot be said to have fulfilled its moral and legal
obligations as a Public Health Authority.
Overcrowding.—Five cases of overcrowding in a comparatively
mild form were reported during 1935. The position as
regards Southgate will, of course, be fully investigated under the
housing survey. It can be stated here that over 60 cases of overcrowding
have made themselves apparent under this survey, and
that action will be taken during the incoming year to remedy this
Public Health menace.
Rent Restrictions Acts.—Under the provisions of these Acts
two applications were received from occupiers for certificates to
the effect that their houses were not in a reasonable state of repair.
Special inspections were made, following which certificates were
granted.
Rats and Mice Destruction Act.—This Act is administered
in the Borough of Southgate by the Middlesex County Council.
Numerous complaints were again received as to the presence of rats
in various parts of the district, complaints which will doubtless
continue to be received until the district is fully developed.
Information as to suitable means of eradication is always supplied
by the Sanitary Inspectors when required, in addition to which the
complaints are transmitted to the Rat Destruction Officer for this
area.
