the discharge into them of sewage effluents from neighbouring
Districts. The attention of the Middlesex County Council has
been frequently called to this matter, and an immediate action
as possible should be taken by them in the interests of this
District.
House Refuse Collection,—Refuse and dust are
collected from almost every house weekly and taken to one of the
Council's shoots, the principal one being situated at Barrowell
Green, the site of an old gravel pit. In consequence of the
increase in the population of the District, this pit is being rapidly
filled up ; moreover, the refuse is accumulating there more
rapidly than can be efficiently dealt with, and at times causes
considerable nuisance from the stench arising therefrom, and is
probably the cause of the swarms of flies which infest this particular
neighbourhood.
The number of houses, too, in the immediate neighbourhood,
although not great at present, are increasing in number, which
also makes the erection of a Dust Destructor continually more
urgent ; and I am glad to report that this matter is now receiving
your practical attention.
Collection Of Fish Offal.—Air-tight receptacles have
been provided by the Council in which fish offal is collected from
the fish shops from once to three times a week, according to the
weather and the amount of fish being consumed. It is then carted
to a convenient shoot acquired by the Council for the purpose,
and there dealt with. A small charge is made to the fishmongers
to cover the expenses.

Roads.— In the District there are now over 40 miles of Roads, made up as follows:—

The following roads were made up during the year:—
Brownlow Road, Hardwicke Road, Beech Road, and Elvendon
Road in Palmers Green and Bowes; and Station Road, Compton
Road and Cedar Road in Winchmore Hill; and Victoria Mews in
New Southgate. This latter is one of the backways reported on
in my Annual Report of 1902. This is a great improvement, and
every similar backway should be paved in the same manner.
