Dec. 13th.-Upminster.—Blocked drain and defective sanitary
arrangements. Notice. Remedied.
The various bake-houses, dairies, cowsheds and slaughter houses
have been periodically visited, and, when insanitary, have been
remedied.
Sanitary improvements have continued during the year, the Council
always responding to complaints from the Sanitary Officials and
from private persons, and giving instructions for official action towards
remedying sanitary conditions as far as is possible.
Much sanitary work has been done during the year by the Sanitary
Inspectors under the Council's instructions, amongst which may be
enumerated Drainage of Park Lane Schools, Hornchurch. The drains
here were found to be very defective by the Sanitary Inspector
and myself, and were re-constructed under the supervision of the
County Architect.
The house to house inspection of drains in the parish of Hornchurch
which was commenced in the previous year, was unfortunately
stopped by an adverse decision of the Petty Sessions Court, in
a case where the Council (summoned an owner for refusing permission
to test his drains, so that now this is only done where an actual
nuisance is visible, or where infectious disease has occurred.
The condition of the Ingrebourne brook has, on several occasions,
occupied the attention of the Council. This brook has been for
years past polluted by discharge of sewage from the Brentwood
and the South Weald sewage works. At these latter, improvements
have been made (August, 1909), and the effluent which flows into
the Ingrebourne brook has been satisfactory. Improvements in the
Brentwood sewage works are in course of being carried out, which,
it is assured by 'the Manager, will cause a cessation of the stream's
pollution.
Gipsies at Harold Wood. -During the past year numbers of
Gipsies, with their families and caravans, have encamped on unenclosed
land at Harold Wood, causing many complaints from residents
near. Many notices were served on them, by the Sanitary Inspector,
but the Gipsies left before the expiration of the notices, others
