heated with Break-Point Chlorination, and has a turnover every
hours. The temperature of the water is maintained at 76°F. The
maximum load for the swimming bath is 100 persons, the bath is
very well patronised and during the high season admission has to
be restricted. Both chemical and bacteriological samples are taken
from the well and bath at frequent intervals and the results of the
examination have always been satisfactory.
In addition to the swimming bath, hip baths are also available
for the use of the public.
Although the baths are old they are maintained in a very satisfactory
manner.
An improved method of testing the swimming bath water by
tablet has now been developed.
The Council have for a long time appreciated that this bath
is inadequate and does not meet the demands of the public. Plans
have now been approved for the building of a new swimming bath
at Central Park, Harold Hill. It is anticipated that work will commence
on the new bath in 1964.
7. NOISE ABATEMENT
The Noise Abatement Act, 1960, came into operation on the
27th November, 1960.
This Act empowers the local authority to deal with noise
nuisances, and restricts the use of loudspeakers for certain purposes.
It also restricts the use of loudspeakers on ice-cream vehicles except
during the hours from noon to seven o'clock in the evening.
In addition Section 150 of the Romford Urban District Council
Act, 1931, prohibits the sounding of noisy instruments for the
purpose of advertising trade at all hours on Sundays.
During the year two ice cream vendors were prosecuted under
the local Act for sounding chimes on Sundays, and were fined £2
each.
8. HOUSING ADMINISTRATION
(a) General
Surveys continue to be made in order to deal with sub-standard
and unfit houses. During the year 10 unfit houses were demolished,
