ANNUAL REPORT OF THE CHIEF SANITARY INSPECTOR,
for the year 1949.
Town Hall,
Anerley Road, S.E.20.
June, 1950.
To the Chairman and Members of the Urban District Council of Penge.
Mr. Chairman, Lady and Gentlemen,
I have the honour to place before you the Annual Report on the work
of the Sanitary Inspectors for the year ended 31st December, 1949.
There was again a large number of complaints received regarding defects
and nuisances in houses.
Considering the high cost of building repairs it is gratifying to report
that a large amount of repair work has been done during the year as will be seen
on reference to the list of work executed. A great deal of work, however, is still
necessary to bring many houses in the district up to a reasonable standard of fitness.
Once again delay was occasioned in many cases in executing repairs required
by notices owing to the prolonged negotiations between owners of property
and the War Damage Commission regarding war damage claims. Owners
were reluctant to put in hand any work until settlement was reached with the
Commission.
Every effort is made by informal action to get repairs done, but I regret
to have to report that it was necessary to institute legal proceedings against certain
owners in order to abate nuisances caused by housing defects. The following
is a summary of these cases :—
Case No. Result.
1. Occupying premises without water supply when prohibited from so doing
by Order of Court. Fined 5s. per day for 75 days (£18 15s. Od.) and
£1 Is. Od. costs.
(a) Further summons regarding the above for continued occupation.
Cases adjourned on non-appearance of Defendant and warrant issued for her
arrest.
(b) Further hearing of case when it was reported the water supply
had been reinstated. The prohibition order was therefore withdrawn.
2. Non-compliance with Nuisance Order. Fined 5s. per day for 40 days
(£10) and £1 Is. Od. costs.
(a) Further summons for continued non-compliance with Nuisance
Order. Defendant did not appear and warrant issued for his arrest.
(b) Fined 3s. per day for 33 days (£4 19s. Od.) and £1 Is. Od. costs and
Court costs. Owner subsequently completed works required.
