COMMON LODGING HOUSES.
The number of these remains the same as last year.
They are kept in a much cleaner state than the
"Houses let in Lodgings," as under the Public Health
Act they must be cleansed every 6 months, and the rooms
other than the kitchen may only be used for sleeping
purposes, and the room tickets state how many can sleep
therein; the keeper must also be registered. In houses
let in lodgings it is much more difficult to keep them up
to the proper standard. The cleansing is once a year,
the rooms may be used for living and sleeping, and the
keeper or landlord is not compelled to be registered until
he is found out. A person may be the landlord to-day
and give particulars of his house after receiving a notice
from the Clerk, but next week someone else may be the
landlord, and until the change is found out and new
notices are served, the landlord does not come within, nor
is he liable to penalties under, the By-laws.
