SECTION C.
SANITARY AND ENVIRONMENTAL CIRCUMSTANCES
OF THE AREA.
Agriculture (Safety, Health and Welfare Provisions) Act, 1956.
No contraventions were found during the course of the year.
Cesspools.
As a result of a policy, first of persuasion and then of enforcement
under the Council's private Act, 427 cesspools have been
abolished and the premises drained to a sewer in the nine year
period ended 31st December, 1957.
At this date there were approximately 132 cesspools remaining
where the sewer is available and representation had been already
made to the owners in many of these cases.
As enforcement under the Council's Act is resorted to in
cases only where the owner shows no disposition whatever to deal
with the conversion, progress is somewhat slow. Many owners,
after acknowledging the necessity for the suggested improvement
and indicating a willingness to do something about it, need
constantly reminding before the work is actually completed.
It is pleasing to report, however, that in spite of the considerable
cost in many cases, there has been very little real
resentment shown by owners who, generally speaking, accept the
inevitability of the improvement with good grace.
On the question of cost it should also be recorded that many
owners have expressed their appreciation of the Council's loan
scheme which enables the cost to be spread over a number of
years.
