Regulation of the use of Moveable Dwellings.
In order to regulate the use of moveable dwellings (caravans
and tents, etc.) within their district a Local Authority may, under
the Public Health Act, 1936, grant licences,
(a) to persons authorising them to allow their land to be
used as sites,
(b) to persons authorising them to station and use such
dwellings.
In the first mentioned case the land is commonly known as
a camping site. Four licences were issued for the summer
months, embracing a total of 56 caravans and 110 tents, and two
for the winter period covering a total of ten caravans only. In
the second case, five licences were issued for the siting of caravans
on individual plots.
Under the Public Health Act, 1936, a licence can only be
refused on public health or sanitary grounds.
Further control is obtained through the Town Planning Acts
which, excepting temporary use (28 days), and use by organisations
such as Boy Scouts or Girl Guides which are exempted
under the Public Health Act, 1936, stipulate that consent of the
Planning Authority is required.
