the information gained during the survey of the area,
and are reported to the Public Health Committee with

of proposed works and information of the expenditure
the Council considers should rank for grant. Enclosed
with this notice is a claim form to be submitted upon

adaptation/conversion are finally inspected to ascertain
whether they have been satisfactorily carried out, and
the claim form endorsed accordingly and forwarded to
the Borough Treasurer for payment of the grant 706

during the detailed survey of the area prior to the
Order being confirmed by the Minister or the publicity
arrangements - mobile exhibitions and those at the shop
premises, 280 High Road, E. 10. (Please refer to photographs
on pages 19-20)
The question of making representations to the Minister of Housing and Local Government
regarding a simplification of the procedure for the establishment of Smoke Control
Areas, and consideration of the possibility of introducing standard grants for certain
types of fireplace adaptations, was first raised by Leyton at a meeting of the Joint
Conference of Local Authorities held in 1959. The motion was eventually carried at a
subsequent meeting held at Ilford in September, 1960, and representations were made to
the Minister accordingly. Also, Leyton was requested to convene a Committee of Technical
Officers to consider the technical implications of these recommendations.
As Chairman of that Committee, the Chief Public Health Inspector, Mr. B.J.Ashcroft,
submitted the following proposed scheme for consideration:-
