carried out by a tenant with the aid of a grant, seven
twentieths of such grant is payable on completion and
the balance at the end of two years from the coming into
operation of the Order, payment of such balance being
made to the actual occupier of the dwelling at the end
of such two years and provided that the appliance has
not in the meantime been removed. The landlord's consent
to the proposed work must be signified in the space provided
on the application form.
(f) Owners or occupiers are entirely free to install appliances
of superior quality or finish if they so desire, but
grants will be based on the minimum expenditure necessarily
incurred in complying with the Smoke Control Order. The
cost of provision of points for gas ignition to solid fuel
burning appliances and of points for electrical appliances
is also eligible for grant.
All owners and occupiers will also be sent a form of application to enable them
to apply for approval of works of adaptation or replacement with a view to obtaining
the grant.
Arrangements have been made for the shop premises, 280 High Road, Leyton, E. 10,
(adjoining the Public Health Offices, Sidmouth Road, Leyton. E. 10) to be used as a
clean air exhibition centre and advice bureau to assist persons affected by the
proposed smoke control order; approved appliances including gas and electric will be
on display and a Public Health Inspector will be available to answer enquiries.
It is anticipated that there will also be mobile exhibitions touring the smoke
control area at which practical demonstrations of solid fuel appliances "under fire"
will be given for the benefit of house-holders.
The joint conference of neighbouring Local Authorities, first convened by Leyton
Council in 1956 for the purpose of discussing matters of common interest in regard to
air pollution and for exchange of ideas, has developed into a standard forum for discussion
of progress and difficulties, and is proving very successful. Further meetings
have been held in Wanstead. Woodford East Ham and West Ham.
The Chairman of the Public Health Committee, Councillor P.W.Marshall, and the
Chief Public Health Inspector are the Council's representatives on the London and
Home Counties Clean Air Advisory Council and the Standing Conference of Co-operating
Bodies set up by the Department of Scientific and Industrial Research with which
Leyton is co-operating in the investigation of atmospheric pollution. Daily observations
of smoke and sulphur dioxide have been made for the past ten years. The recording
apparatus operated by the Public Health Inspectors is situated in the offices in
Sidmouth Road, The tables which follow show, in Table 1, the results recorded during
each of the ten years since observations began whilst Tables 2 and 3 show the concentrations
respectively of smoke and sulphur dioxide recorded during each of the 12
months ended March, I960, divided into summer and winter periods, the average results
for the nine-year period ended March 1959, are also shown for comparison.
