The chair was taken by Councillor Mrs. A. M. M. Burrell,
Essex County Council, Chairman of the Borough of Leyton Public
Health Committee and of the Leyton Health Area Sub-Committee.
Addresses were given by the Deputy Medical Officer of Health,
Leyton (Dr. Mary L. Gilchrist, M.D., D.P.H.), on " The National
Health Service Act, 1946, and the Local Health Services ", and
by Miss E. M. Wearn, S.R.N., S.C.M., Queen's Nurse (Matron,
Essex County Nurses' Training Home, Beachcroft Road, E.ll)
on " Home Nursing The talks were followed by a presentation
of health films on the safeguarding of milk supplies and on district
nursing.
As the seating accommodation in the hall was somewhat
restricted, invitations were sent to each recognised voluntary
association in the Borough to send up to six representatives.
Tuberculosis Care Association.
Towards the end of the year I received a letter informing me
that the Honorary Secretary and Treasurer (Mr. Lamb) of the
above Association has stated his intention of resigning from these
duties on 31st December, and that the local Hospital Management
Committee have intimated that they wish the tuberculosis dispensary
clerk (Miss Whyte) to be relieved of her duties in connection
with the Care Association as soon as possible. The County Medical
Officer therefore asked if these duties could be carried out in future
by some member of the County Council's staff under the provisions
of the National Health Service Act (Section 28).
I have informed the County Medical Officer that I foresee
certain difficulties in having the secretarial work of the Care
Association carried out by a member of the staff of this Department,
which is situated at some distance from the Chest Clinic. To what
extent these Care Association duties will interfere with other duties
of the clerical staff of this Department I have not yet been able to
form a very definite opinion, but I have promised the County
Medical Officer that I propose to give this scheme a trial. I have,
therefore, nominated Mr. E. E. Jacobs as temporary Secretary of
the Care Association, and he is at present taking steps to acquaint
himself with the duties connected therewith.
