A day is reckoned as "generally clear" if the average of the estimates of the fraction of sky covered by cloud at 9 a.m., 3 p.m., and 9 p.m. is less than .2, and as "generally overcast" if the
average is greater than .8. Days persistently cloudless and days persistently overcast refer to the period midnight to midnight.
