SUPPLY OF MILK TO NURSING AND EXPECTANT
MOTHERS AND TO CHILDREN UNDER FIVE YEARS
OF AGE.
Milk (Mothers and Children) Order, 1919.
The Council instructed the Medical Officer of Health to
administer this Order in so far as it referred to necessitous cases.
The standard of necessity adopted is a weekly income below 10s.
per head per week after allowing deduction for rent. The amount
of milk given depends upon the particular circumstances of each
case. In all cases the milk is supplied free. An order is sent to a
milk vendor to supply one, two, or in a very few cases three pints
per diem for one month, after which the case is reviewed. The
milk vendor delivers the milk to the recipient at his or her house,
and he sends his account in to the Council.
143,517 pints have been supplied during the year. The cost
for the year ending 31st March was ^3,484 12s. lOd.
CRECHE.
The history of this undertaking was fully reported in last
year's Annual Report, and as its career terminated owing to lack
of support from those for whom it was intended after about 18
months' trial, on the 25th of March, 1921, nothing is to be gained
by further pursuing its varying phases. Suffice it to say that
although the premises were very desirable, except perhaps as
regards situation, and everything was done for the welfare of
the children under the supervision of a Sub-Committee consisting
of the ladies of the Committee, it was not patronised as it should
have been had it met a real want. Opinions differed somewhat
as to the cause of its non-popularity. Some thought the house
was rather out of the way, but against this argument the fact that
a Cr&ehe run by the Essex County Nursing Association at Harrow
Green, in the centre of one of the least favoured from the
financial point of view of its inhabitants, is also meagrelv
patronised.
