TO THE CHAIRMAN AND MEMBERS OF
THE LEYTON URBAN DISTRICT COUNCIL.
Gentlemen,
In accordance with the order of the Local Government Board
I heg to submit my Annual Report on the Health of the District
and on the various circumstances associated with it.
A good deal of the matter dealt with therein having been
reported at the monthly meetings of the Public Health Committee
is already familiar to you, but it is to be remembered that the
information is required by the Local Government Board and for
the Essex County Council who only receive, except in special
circumstances, the Annual Report of the Medical Officer of Health.
It will be seen that the health of the district continues
satisfactory: the death-rate, zymotic death-rate and infantile
mortality rate compare very favourably with other similarly
constituted districts. The birth-rate continues to diminish, but
this diminution is shared by the country as a whole.
The principal reforms required in the district, in my opinion,
are:—(1) better secured hospital accommodation for Small Pox;
(2) more street lavatory accommodation; (3) provision, in conjunction
with other authorities, of Public Abattoirs.
It is again my pleasing duty to thank you, gentlemen, for
your invariable courtesy to me and for your kindly consideration
of my suggestions.
