(5) The actual amount of grant given must depend upon the individual
circumstances of each case and there may well and properly
be a material variation between the amount approved for different applicants.
That does not mean that any preferential treatment is being
accorded.
Smoke Control Areas:
Number 4 Area duly came into operation on 5th November, 1962.
Plans are drawn up to pursue a progressive policy of ensuring a
smoke free District as soon as reasonably practicable.
St. George's Hospital Chimney.
It is pleasing to record that this is no longer regarded as a bete noir
of the local inhabitants largely because of its flair for giving offence has
to all intents and purposes disappeared.
Special Processes.
Liaison with the Alkali Inspector—Mr. G. Tiplady, M.Sc., F.R.I.C.
—is excellent and of course common problems do from time to time arise.
Atmospheric Pollution Investigation.
Our present programme comprises smoke filters at:—
(1) Public Health Department, Billet Lane, Hornchurch.
(2) Scargill County Primary School, Mungo Park Road, South
Hornchurch.
(3) Ayloffs County Primary School, South End Road, Elm Park.
(4) Whybridge County Primary School, Blacksmiths Lane, South
Hornchurch.
Volumetric SO 2 apparatus at the Public Health Department
and Whybridge County Primary School.

The trial period allowed for a special apparatus dealing with the
burning of sawdust waste and noted in last year's report was extended
during the year.

Six notices of installation or applications for prior approval were
submitted to the Council during the year. A total of 35 have now been
registered.

Some 393 notices were served during the year. These were necessitated
by the very great accumulation of claims for grant relating to No.
4 Smoke Control Area and received in such volume and in such close
proximity to the operative date as to render—under all the circumstances
—the securing of complete action before the operative date, impossible.
