The difficulty in certain cases is not in establishing due cause for
complaint but in deciding, on the facts known to us, where lies the
responsibility for providing the initial ground for complaint. It is
essential that complaints be brought to the notice of the Public Health
Department at once if we are to be given the best chance of dealing
adequately with them. The history of what actually does happen to some
of the complaints before arriving at this office makes interesting, sometimes
surprising but seldom rewarding reading.
I would express my indebtedness to the Public Analysts Mr. George
Taylor, O.B.E., F.R.I.C., and Dr. J. Hubert Hamence, M.Sc., Ph.D.,
F.R.I.C., for their helpful and ready advice in the many difficulties
which necessarily crop up in this highly specialised branch of our work.
