This is a much larger area than our first, much more diverse in
character, will require many more conversions and hence entail
expenditure of a much higher order. It represents a speeding up of
the tempo which alone will enable the whole district to be smoke free
within a reasonable time.

The end of the year saw discussions crystallising on a third area
but no definite selection had been made.
Discussion with Neighbouring Authorities:
Our liaison continues with Romford and Dagenham but no specific
lines of mutual progress emerged during the year.
Specific Complaints:
Various complaints of smoke, fumes or dust from factory or hospital
chimneys were received during the year. It will be appreciated that
many specialised processes fall to the lot of the Alkali Inspector to
control but a sound working liaison exists between us and this naturally
greatly assists in tackling our mutual problems. It would be idle to
pretend that all problems of this kind are soluble either readily or at
the present stage at all. A great deal can be done to minimise cause
for complaint but so long as every reasonable step is taken by firms
or others to avoid the cause, there may be left a core of trouble which
only research and time will enable the authorities to obviate.
It should be noted that under the Act St. George's Hospital is
Crown property and hence does not come under our direct jurisdiction
for Smoke Control purposes. It is, in my view, regrettable that this
should be so.
Routine Observations:
Apart from the removal of one Deposit Gauge from "Langtons"
to Scargill School and the placing of a Smoke Filter at the same school,
our plans were unaltered.
