Many of the milk complaints naturally originate from our largest
consumers the schools. It is a matter for some regret that it has not been
possible to take legal action more frequently in this connection but
it is peculiarly difficult to establish a chain of events suggesting reasonable
proof of guilt and hence the action taken by us indicates a measure
of informality apparently somewhat out of proportion to the numerical
strength of the complaints.
I must express my indebtedness to the Public Analysts, Mr.
George Taylor, O.B.E., F.R.I.C., and Dr. J. Hubert Hamence,
M.Sc., Ph.D., F.R.I.C. for their helpful and ready advice in the many
difficulties which necessarily crop up in this highly specialised branch
of our work.
