if not exclusively—amongst non-natives of this country and is explained
often by a householder allowing his sympathy for his fellow-countryman
(or often fellows of some other country) to outrun his discretion. Housing
standards can be lowered very easily in this fashion and no matter how
well intentioned such a householder or owner may be the habit is apt
to spread and is not in my view to be tolerated. The 'permitted number'
for any house is obtainable from my office and it is designed to be a
practical guide to the number of persons who can occupy a house and
not merely to become a statistical ornament.
General District Development.
It can be said truly and in a complimentary sense that within the
last few years parts of this district have through development become
unrecognisable. The South Hornchurch area at the present time is an
excellent example of this fact.
Caravans.
One large unauthorised site still remains occupied in the district
and has been the object of protracted legal action which is doubtless
on the way to producing the desired effects.
Land Charges Enquiries.
During the year 3,875 land charges enquiries were referred to the
department regarding the question of outstanding sanitary notices.
Temporary Accommodation.
Whilst some week-end bungalows are still with us the fact that
ground for development has become so valuable has indirectly assisted
greatly in getting rid of the sub-standard buildings occupying sites since
the demolition of the buildings and the comprehensive and modern
re-development of the site appears to be a more favourable proposition
than leaving the sub-standard building in situ.
Sub-Standard Accommodation.
During the year we represented 6 houses individually.
SECTION E.
INSPECTION AND SUPERVISION OF FOOD
Food and Drugs Administration.
During the year some 316 samples were taken and of these 9 were
unsatisfactory in some particular.
In addition 22 food complaints were submitted to the Public
Analyst with the results noted.
The general pattern of our sampling programme has been divided
between Food and Drugs.
