The flannelette test is almost impracticable to carry out in bulk,
but may well be taken gradually to cover the various types of appliance.
The various vendors of heating appliances to which the Act and
Regulations apply have been directly approached with a view to
emphasizing that the Council regard the carrying out of the legal
obligations in respect of these appliances seriously.
When assessing the value of this legislation, one must bear in mind
that it applies only to new heating appliances and that necessarily at
the moment the vast majority of such appliances in current use would
not fall within the scope of the Regulations. In time, however, the new
standards will gradually come to cover all such appliances and as time
goes on the Accident Prevention factor would become increasingly
apparent. From the point of view of Home Safety, legislation of this
kind is greatly to be commended, although in the long run the vital
factor is not only the standards which must be attained but the commonsense
approach to dealing with heating appliances of any kind.
It would seem that in some instances the name of the manufacturer,
the date of manufacture, or a distinguishing mark, is not to be found;
and it is suggested that every appliance should in fact be traceable by
its bearing sufficient evidence of identification.
Pet Animals Act, 1951.
Twelve licences to keep a Pet Shop were issued during the year,
and a total of 45 visits were paid to these premises.
The results were satisfactory in that the conditions of the Act were
being observed.
Rag Flock and Other Filling Materials Act, 1951.
One address in the Urban District is registered pursuant to the
provisions of Section '2 of this Act.
One sample was taken during the year and a satisfactory report
was received.
It may be of interest to refer to certain of the provisions of
Section 9 of this Act which include that " the occupier of any premises
registered under this Act shall keep records of all filling materials to
which this Act applies consigned to the premises " . . . " and records
shall be kept under this section in the prescribed form and in the
prescribed manner and shall include the prescribed information as to
the nature and quantity of materials or articles consigned, the persons
from or to whom they were consigned, the places from or to which they
were consigned, and the dates of receipt at or despatch from the
premises."
Dogs and Footpaths.
Our footpaths in many instances are still a reflection upon some of
our dog owners and it surely should not need an official reminder that
the footpath is not a place to be fouled by dogs to the apparent
indifference of their owners. Enough nuisance will certainly be caused
by dogs normally to be found wandering around the district. Taking
the dog for a walk is not inseparable from providing offence to other
people.
