Thirty-two persons or firms are registered under the
Dairies, Cowsheds and Milkshops Orders, and there are
106 dairies, cowsheds and milkshops to which visits are
paid; 231 inspections have been made (not including reinspections
after notices). There were 24 contraventions
of the Regulations, all of which were remedied.
There are 704 milch cows in the district. In summer
the cows are kept out in the fields and only brought in
at milking time. During the cold weather most cows arc
put out for part of the day. In isolated instances the
cows are kept out all the year round, except, of course,
at milking time.
One producer of milk in the district refused to
register, although he was selling regularly to a number
of customers in the neighbourhood. The Council took
action to compel him to register, as it was felt that
otherwise there was no reason for any other retailer of
milk to register. The Magistrates in the first instance
gave a decision in the Council's favour; on appeal to
the Quarter Sessions this decision was reversed. As the
matter was of great public importance, the Council took
it to the High Court of Justice, where the appeal was
granted and the original decision upheld.
