Middlesex County Council Act, 1944, Sections 353-363
The Council continued to exercise its function as the licensing authority under
the provisions of the above-mentioned Act. A person requiring a licence or renewal
of a licence under this part of the Act must make application to the Local Authority
giving certain information, such as age, nationality, technical qualifications and
the nature of the establishment and the business conducted thereat.
The Council considered and granted the following applications:-

Trichology
A member of the Institute of Trichologists applied for a licence to practice
trichology under the above-mentioned Act. Members of the Institute, who work in
association with hairdressers, offer treatment for a variety of scalp conditions such
as seborrhoea, pityriasis, alopecia areata, ringworm, headlice and eczema, and in
addition to simpler methods of treatment the applicant proposed to use infra-red and
ultra-violet lamps.
Members of the Institute of Trichologists are licensed to practise on these
lines by at least one local authority, but this would appear to be the first time
that an application by a member of the Institute had been submitted in Middlesex.
The Hendon Borough Council decided that the applicant, although a member of the
Institute of Trichologists, did not "possess such technical qualifications as may be
reasonably necessary" to carry out such treatment. The applicant appealed against
this decision to the Hendon Magistrates' Court and the Appeal was taken on his
