In concluding this Report I would like to take the
opportunity of thanking the Members of the Council for their
continued interest in all matters affecting the public health.
I wish also to thank the members of my staff for their
loyal co-operation and devotion to duty during this year of
transition—the most difficult in the history of the Department.
It is only by the enthusiasm which they have displayed that
the many administrative difficulties which have presented
themselves are being overcome.
