governing the issue of licences for the supply of intoxicating
liquor to private clubs. This Council is now informed of such
applications by the Clerk to the Justices, and can object to
the issue if the premises are not suitable and convenient, in
view of their character and condition and the size and nature
of the club.
The Council appointed its Public Health Inspectors as
"authorised officers" under the Act and details of the work
carried out under this new duty are set out below:

The premises still remaining unsatisfactory were so considered
because the sanitary accommodation was not readily
accessible from the club; it was suggested that this should be
rectified before the licence was again renewed and aconditional
licence for twelve months was granted by the Justices.
Noise Abatement.
London Airport is by far the greatest source of noise in
the District: aircraft however are exempt from the provisions
of the Noise Abatement Act. Various bodies have made strenuous
and persistent efforts to get the nuisance mitigated but with
little effect.
The statutory undertakings (gas, water, electricity etc.)
are also substantial, if intermittent, contributors to the
general noise level with their pneumatic road drills. But they
too are exempt from the Act. An informal approach to them to
use noise baffles, which are now available, met with a cool
response. It was claimed that the use of baffles reduced the
efficiency of the machines.
Five complaints about noise from car-breaking, high speed
grinder, radio and factory ventilation systems were dealt with
informally and abated. A further complaint arising from a
noisy fan was being dealt with at the end of the year.
