Diseases of Animals Act, 1950
The Regulation of Movement of Swine Order, 1959 continued
in force throughout the whole of the year under review, and
a considerable number of Movement Licences were received and
the necessary investigation made in respect of the movement of
swine to destinations within the Borough—slaughterhouses
and/or piggeries.
No licences were required to be issued by the Department,
however, in connection with the movement of swine from within
the Borough to destinations elsewhere.
During September Fowl Pest became prevalent in the southern
part of England and the Borough was eventually included as
part of an infected area, which had the effect of imposing restrictions
on the movement of poultry and required the issue of appropriate
licences where necessary. Four of our poultry farms were
also declared by the Ministry of Agriculture, Fisheries and Food
to be infected places and appropriate methods were adopted to
deal with these local outbreaks. Restrictions in these four
instances were withdrawn before the end of the year.
15 licences to operate boiling plants at local piggeries
remained in force at the end of the year—a decrease of one on
1969.
SANITARY CIRCUMSTANCES
This year's pattern of work varied considerably from the
previous year. The cancellation of the proposed Havering (No.6)
Smoke Control Area reduced considerably the number of visits
under the Clean Air Act, but the number of applications for
Qualification Certificates gained momentum during the year, with
the resultant vast increase of inspections under the heading
'Housing Acts'.
Overall there was a slight increase in the number of visits
mainly reflected under the headings 'Public Health Acts', 'Food
and Drugs Acts', 'Prevention of Damage by Pests Act' (a third
third Pest Control Officer/General Assistant commenced work
at the end of November) and 'Consumer Protection'.
