Referring to an Authority who has written on the administration of the law
relating to Public Health, he states:—"The Laws cope with nearly every
conceivable sanitary difficulty. If their administration were perfect, it is
scarcely an exaggeration to say that tnere would be no insanitary dwelling;
no polluted water supply; no accumulation of filth ; and no unnecessary spread
of infectious disease in any part of the country. It is in the direction of
improved administration, and consolidation and simplification of existing statutes
that reform is needed."
