Hairdressers' and Barbers' Premises.
In February, 1938, the Minister of Health confirmed the
byelaws made by the Council for the purpose of securing
the cleanliness of any premises in the Borough used for the
carrying on of the business of a hairdresser or barber and of
the instruments, towels and materials used in such premises.
All the hairdressers' and barbers' premises in the district
have been visited and steps were taken to secure reasonable
compliance with the provisions of the byelaws, a copy of
which was handed to the occupier of each of the premises
involved.
Inspection of Offices.
During the year 81 offices were inspected in which 164
males and 234 females were employed.
The following matters received attention:—
Sanitary Accommodation.
There are six offices without suitable and sufficient sanitary
conveniences but accommodation is to be provided for
these premises in connection with the reconstruction of the
railway station at Church End, Finchley.
In six cases provision is made for the joint use of
sanitary accommodation owing to the division of premises
originally planned for one occupation.
Ventilation and Cleanliness.
The ventilation and cleanliness of the offices visited were
satisfactory.
Overcrowding.
No case of overcrowding was found in any of the offices
visited.
There does not appear to be any legal definition of overcrowding
in relation to an office and it is suggested that the
standard of air space for each person prescribed under the
Factory Act, 1937, is also suitable for an office.
Nuisances—Smoke and "Grit" Emission.
Complaints were received again during the year with
respect to a nuisance arising from the emission of 4'grit"
from a certain factory chimney. The chimney in question is
connected to two large modern boilers fitted with mechanical
stokers and with fans to create a forced draught.
