D(5)f The Clean Air Act 1956
Following a pilot survey in April, the Council approved
the defining of No. 1 Smoke Control Area comprising
the whole of the Bostall Ward of some 390 acres,
and upon which the following buildings are sited: —
3,234 dwellings,
32 shops,
4 places of worship,
1 public library,
1 public house,
1 convent school,
1 County Council school.
The estimated cost of adaptation of fireplaces without
gas ignition, and ranking for grant is £21,690, and this
financial and other detailed information was duly submitted
to the Ministry of Housing & Local Government for
confirmation. The provisional plan received Ministerial approval
on 12th November, as a result of which a houseto-house
detailed survey is now being made with a view to
summarising specific requirements so that the operative
date of the Smoke Control Order can be determined.
From information which has been collated, it has been
ascertained that approximately 30% of the dwellings are
already equipped with smokeless appliances and in consideration
of the maximum number of dwellings being
1,000 per year that can be rendered smokeless, this estimate
is indicative of a 30 month period for all the necessary
outstanding replacements to be effected.
Clean Air Act 1956. Section 20.
Dark Smoke (Permitted Periods) (Vessels) Regulations 1958.
For permitting the consistent emission of black smoke
for 19 minutes during a period of 30 minutes from a vessel
navigated through Erith Reach of the River Thames, the
master mariner, and the owner of the vessel concerned
were prosecuted by the London Port Health Authority,
and fined £20 respectively.
Close co-operation is maintained with Port Health
Inspectors with a view to securing that black smoke emission
does not exceed 3 minutes in a period of 30 minutes,
in accordance with the statutory provisions.
