and Memoranda from the Government Departments, the
London Civil Defence Region and the Scheme-making Authority,
and it is pleasing to record that practically without exception
every member of the staff of the Public Health Department has
some voluntary position with one or other Section of the
Casualty Services Organisation.
Taking over a position as Medical Officer of Health during
normal times usually proves an arduous task for a considerable
period of time, but in war-time the extra work occasioned by
the war effort, and the continually multiplying duties of the
Public Health Department, have greatly increased the responsibility.
I have had to depend, therefore, on the staff of the
department with their intimate knowledge of local details and
conditions, in 110 small degree, and I wish to record my
appreciation of the assistance they have given.
In conclusion, I cannot do better than reiterate the last
paragraph of the Medical Officer’s letter to the Annual Report
for 1938.
“It is to their credit that a Public Health outlook has
been maintained in the atmosphere of the past year, and it
is to them that what success the department has achieved is
due.”
I am,
Your obedient Servant,
REGINALD LEADER,
Medical Officer of Health.
November, 1940.
