E(13)a. Fitness of Houses.
During the year, in connection with the inspection of
existing houses under the Housing Consolidated Regulations,
1925, which make it the duty of a Local Authority to cause
systematic inspection of the district to be made, the findings
recorded, and any defects discovered to be remedied, 59 records
were made of houses necessitating 562 inspections. In addition
to these, 546 dwelling houses were found on inspection to be
not in all respects reasonably fit for human habitation and in
all cases steps were taken to render them so fit.
E(13)b. Unhealthy Areas.
No action has been taken during the year under the
provisions of the Housing Act, 1930, relating to Clearance
Areas.
E(13)c. Overcrowding and General Observations.
The Overcrowding Survey, required by the Housing Act,
1935, was carried out under the direction of the Medical Officer
of Health with temporary staff, employed by the Council.
The Preliminary Survey revealed that 9,691 families were
living in 8,200 houses and, that 116 cases of definite overcrowding
had been found to exist within the district, giving a
percentage of overcrowding for the area of 1.19.

Out of the 116 overcrowded families, 53 were overcrowded by ½ a person only, a further 24 families by one person only, the remaining 39 being overcrowded by more than one person, as shown below:—
