but is a permanency, and that it can be placed in a site of choice,
where it should not become a buisance.
The disadvantages are that the cost is twice that of disposal
by controlled tipping and that provision has to be made for a certain
amount of sorting, which is objectionable, and clinker has still to be
disposed of by some method of controlled tipping.
During the course of the year the Council proposes to consider
the whole question of refuse disposal.
SANITARY INSPECTION OF DISTRICT.
A full report on this matter is contained in the statement and
report of the Chief Sanitary Inspector, which will be found at the
end of this Report.
SMOKE ABATEMENT.
During the course of the year observation has been kept on the
chimneys of the District for nuisance due to the issue of excess
amount of smoke.
Many warning letters have been sent, and in all cases, with one
exception, these have resulted in the abatement of the nuisance.
In this case a summons was taken out, but before further legal
action was necessary, the nuisance was abated by the installation
of effective plant.
SUB-LETTING IN COUNCIL HOUSES.
The terms of the agreement under which the Council's houses
are let does not allow the tenant to sub-let without obtaining
permission.
During the year I have continued to consider and determine
the cases in which sub-letting was to be allowed in Council houses,
in accordance with the Resolution passed by the Council on
December 13th, 1927.
The following work was carried out
Total number of applications dealt with 87
Number granted permission to sub-let 75
Number refused permission 12
Number of letters sent 138
Number of visits made by Sanitary Inspectors 33
In every case permission to sub-let has been given where such
permission can be granted without detriment to the health of the
tenants or the property of the Council.
