BIRTH CONTROL.
Memorandum 153/M.C.W. and Circular 1208, dated 14th
July, 1931, of the Ministry of Health, gave permission to Maternity
authorities to teach Birth Control to married women attending
Maternity and Child Welfare Centres who are either pregnant or
nursing mothers, and to whom further pregnancy would be detrimental
to health.
No advice was given during the year.
During the course of the year a request was made at a Meeting
of Fathers that I should lecture in the District on Birth Control
and Vaccination.
This request was conveyed to the Council, and the Council
determined that two such Lectures should be given, one in the
Eastern portion of the District and one in the Western.
Arrangements for these two Lectures are now being made.
It is my considered opinion that no method of birth control
suitable for the use of women of the working class has yet been
discovered, and by suitable I mean easy in application, certain in
effect and harmless. The advice should be given to husbands,
who are the right persons to be taught birth control where such
teaching is wise and necessary.
CHILDREN ACT, 1908-1932.
During the year 12 notifications of intention to accept foster
children were received, and in no case was the home found unsuitable.
83 visits were paid by the Infant Life Protection Visitors
during the year in connection with their duties under this Act.
