During the year I have continued to consider and determine
the cases in which sub-letting was to be allowed in Council houses,
in accordance with the Resolution passed by the Council on
December 13th, 1927.
The following work was carried out:—
Total number of applications dealt with 113
Number granted permission to sub-let 83
Number refused permission 30
Number of letters sent 331
Number of visits made by Sanitary Inspector 554
During 1928 this work was only carried out during the latter
months of the year.
As a result 554 visits were made by the Sanitary Inspectors
during 1929 as compared with 178 in 1928, and 331 letters were
written as compared with 135 in 1928.
During the year 3 cases were referred to the Council owing to
the fact that tenants had sublet without my permission, and did
not get rid of their lodgers as requested.
I have tried on every occasion to deal with these applications
to sublet sympathetically, and whenever it has been possible to
grant such permission without detriment to health or the property
of the Council, I have done so.
IX.—HOUSING.
Although the Council by building houses has done much to
mitigate conditions of overcrowding in Enfield, there is still a
large amount of overcrowding in the District.
This is due to the fact that although Bye-laws have been made
under the Public Health Act, 1875, in connection with houses let,
in lodging, no step has been taken for many years to put these
Bye-laws into operation.
