To the Chairman and, Members of the Urban District
Council of Enfield.
Gentlemen,
I have the honour to present my first Annual
Report, and in doing so, would ask your kind
consideration for the faults and shortcomings you
will no doubt discover in it ; I would ask you to
remember that in succeeding a man of such
brilliant and varied attainments as your late
Medical Officer of Health, Dr. J. J. Ridge, I was
undertaking a task that I fear I should have been
incapable of carrying out with any measure of
success, had it not been for the uniform and constant
kindly consideration I have at all times
received at your hands.
In June, your Council had the misfortune to
lose by a premature death its Medical Officer,
Dr. J. J. Ridge, who had served it well and faithfully
for many years, consequently the year is
divided into three periods, January to June;
