In my opinion this procedure will not, in itself, solve the
present acute national shortage of Sanitary Inspectors, a problem
which is a very serious one.
To my Staff I tender most hearty thanks for their assistance
and loyalty throughout the year.
To you, my Council, I am very grateful for the help and
assistance which you have given during the year 1954.
