represents approximately 74 % of children in their first year of life. During the year
outbreaks of smallpox in various parts of the country gave an increased demand for
primary vaccination of infants. In addition there was a demand for primary vaccination
of previously un-vaccinated children and adults and for re-vaccination of these
age groups. I consider that vaccination measures of this sort are to be deprecated.
I feel personally that the wisest policy is to endeavour to obtain as high as possible
a level of infant vaccination. The emergency vaccination of several thousand people
in a Borough, such as Ealing, remote from the scene of the outbreak serves no useful
purpose and it is to be hoped that should there be any subsequent occurrence of this
sort the Ministry will give a strong lead to resist misguided public clamour.
