County Councils. Middlesex, of course, like London, is not
a County in the same sense as other English counties. It is virtually
a country of its own which needs to be broken down into reasonable
units, none larger than Ealing for administrative purposes.
That a major blunder has been made and should be rectified might
well be admitted by the drafters of the National Health Service
Act. We have given it a fair trial; now it is time to redraft the
Act in order to save the services in Middlesex from the sterility
of bureaucracy, for this is inevitable under the present expensive
administrative plan.

my high appreciation of the efforts of the staff during the year.
I have the honour to be,
Your obedient servant,
W. G. BOOTH,
Medical Officer of Health.
