The work of measuring the dwelling-houses found to be
either definitely or possibly overcrowded actually embraced
2,060 dwelling-houses used as separate dwellings by persons of the
working classes, every room used as a living room or as a bedroom
being measured. The increase in the number from 1,429 to 2,060
was due to the fact that, when a part of a house occupied by one
family was found to be overcrowded, it was deemed advisable to
measure the other part, which, also, according to the definition,
had to be considered to be a dwelling-house. A ' dwelling-house is
defined as any premises used as a separate dwelling by persons
of the working classes or a type suitable for such use. It therefore
includes any part of a building which is used, or is capable of use
as a separate dwelling by persons of the working classes. The
part of a house occupied by a sub-tenant is therefore a separate
dwelling-house for the purposes of the overcrowding provisions.'
(See Memorandum B).
