Rag Flock and Other Filling Materials Act, 1951
Two premises which have been registered under Section 2 of
the Act have operated during the year. One licence for the manufacture
and one licence for the storage of rag flock have been
issued during the year.
Samples are regularly taken at the three factories in the
Borough where filling materials are manufactured. One sample of
rag flock (described at the factory as jute flock) was unsatisfactory,
inasmuch as the oil and soap content was 6.28% ; the statutory
maximum is 5%. Further samples were satisfactory.
A local resident complained of the filling material of a pillow
purchased for a baby's cot. The filling material was rag flock and
on analysis complied with the statutory standard. The pillow was
not sold under the British Standards Institution Kite Mark and,
therefore, although the contents of the pillow (consisting of pieces
of rag) appeared nauseating, no offence was committed.

Forty informal samples were taken during the year. The details are as follows

Pet Animals Act, 1951
Five licences authorising the keeping of pet shops have been
renewed ; in one case the trade had ceased and the licence was
not renewed.
The conditions attached to the licences are those approved
by the Association of Municipal Corporations ; no serious breach
of the conditions arose during the year.
