It has been my privilege to work with a competent, conscientious
and loyal team for many years. I claim that we have always
been a "happy ship" and it is my earnest hope that this viewis
shared by all my colleagues. I extend to them individually and
collectively, my grateful thanks.
In the passage of time my conviction has strengthened that
goodwill should be the watchword in administration. It is necessary,
on occasions, to resort to enforcement and it is helpful to have
the knowledge that if persuasion fails there are other methods.
Much can, however, be achieved by goodwill alone, and further,
and most important of all, neither party is left with a sense of
grievance. I end on this note.
I am,
Mr. Mayor, Ladies and Gentlemen,
Your obedient Servant,
CECIL HERINGTON,
Medical Officer of Health.
Public Health Department,
Civic Centre,
Dagenham.
