a public health measure to be made. In my view, the
hope expressed that the Midwives Act, 1930 would eventually
raise the standard of midwifery will be realised.
It will be noticed that this report appears somewhat
later than is customary. The reason for this, it is submitted,
is obvious and therefore calls for no excuses.
My sincere thanks are offered to my colleagues and
the whole of the staff of the Public Health Department
for their efficient service and loyal co-operation.
In conclusion, I have pleasure in recording once
more my appreciation of the support received from the
members of the Corporation at all times, with special
reference to the Chairmen and members of the committees
concerned with the activities of the Public
Health Department.
I am,
Mr. Mayor, Ladies and Gentlemen,
Your obedient servant,
CECIL HERINGTON,
Medical Officer of Health.
Public Health Department,
Civic Centre,
Dagenham.
